Enclose all the necessary documents in an envelope and send it to the bank.
Processing will take about 7-10 days
Receive your cash card and welcome kit. Now you can use your account.
Who can open an account?
You must be a resident of Japan with a contact phone number to confirm the details of your account application form.
The "contact phone number" must be your own phone number. The phone number at your workplace or someone else's phone number is not acceptable.
Account opening requests by foreignpolitically exposed personswill be accepted at branches only.
- Non-residents of Japan
- "Period of Stay" on the Residence card is less than 1 year.

If you would like to print out the account opening form and send it yourself, please click on 'Download an application form'. Download and print out the application form and other important information.
If you prefer to have us send you the account opening form, please click on 'Request a Starter Kit’. We will send you a Starter Kit, which includes an application form, brochure, and return envelope by courier mail in approximately 1 week.

U.S. citizens (people who have U.S. citizenship), U.S. permanent residents (Green Card holders), and people who are classified as U.S. residents (including expatriates) under the laws of the U.S. are required to submit an additional form regarding "Foreign Account Tax Compliance Act (FATCA)".Pleaseclick herefor details and download the relevant form.
STEP2Fill in the account application form
Here is a checklist when filling out your application form.
1Write theexactname that appearson your ID.
- If you have a middle name on your ID, you are required put it down. If not, you must not put it down.If it is different from your ID, you will be asked to resubmit your application form.
- If written in Chinese characters, please also provide your name in Roman letters.
Shinsei Bank shall not be held responsible for any damages caused by misidentification as long as the name has been confirmed without a middle name, even if it is registered in this form.
2Date of birthmust be the same as the date shown on your identification documents.
3Addressmust be the same as on your identification documents, and must be your current place of residence.
Please do not forget to fill in your postcode and house or apartment number.
4Please be sure to provide your primaryemail address.
Without an email address, written account statements will be sent the following month if a transaction is made.
5Please tick the appropriate box.
If "Other", please specify. If any of the boxes are left blank, the application will not be accepted.
6Fill in the color number of cash card corresponding to the Shinsei PowerFlex Account Guide enclosed with the Starter Kit orclick here.
If this field is left blank, you will automatically receive the color Big Sky (color number: 001).
7If you provide a signature, it is imperative to remember it exactly. Therefore, make sure it is a signature you can execute again in the future, and it is advisable to use your full name (i.e., what is on your identification documents).

8If you provide a personal seal, stamp it ONLY ONCE and CLEARLY INSIDE the box. The following examples are not acceptable.

STEP4Welcome Kit, cash card and PIN will be sent separately to the registered address
Welcome Kit, cash card, and PIN will be sent separately. The cash card is sent as simple registered mail (Kani kakitome), and the PIN is sent as acceptance-recorded mail (Tokutei kiroku yubin). For security reasons, they may arrive on different days.
(The cash card may not be embossed with your full name due to limits on the number of letters.)
Note: Simple registered mail (Kani kakitome) and acceptance-recorded mail (Tokutei kiroku yubin) are mail services that record delivery. If the mail is delivered during your absence, you will receive an "Undeliverable Item notice" (image below) and the mail will be brought back to the post office. Please request post office to redeliver the mail. For details, please checkpost office's website.

Make a deposit and start using the account. Any of the following ATMs are capable of depositing money into your account.
